In a surprise move last week, the Legislature's Joint Finance Committee voted overwhelmingly to fund the Buy Local, Buy Wisconsin program and keep the door open on the state's Purchase of Agricultural Conservation Easements program (PACE).
"Democrats and Republicans on the committee came together to support two programs that really support the vitality of the state's agricultural sector," Wisconsin Farmers Union President Darin Von Ruden said in a statement.
On a 15-1 vote, the Joint Finance Committee restored the Buy Local, Buy Wisconsin program and funded it at 90 percent of the 2009-2010 level: up to $200,000 annually.
Sen. Luther Olsen, R-Ripon, made the motion to restore the program, and Rep. Robin Vos, R-Burlington, seconded. The only "no" vote came from Sen. Glenn Grothman, R-West Bend.

Sumi’s decision remains a final order, said Rep. Kelda Roys, D-Madison. She said while the case is likely to end up in the Supreme Court, she considers the facts of the case to be clear and said Sumi’s reasoning is sound.
Roys said she thinks Republican’s will have to start over but are likely to put the legislation in the Biennial budget bill to avoid voting directly on an issue which continues to draw heated response from citizens around the state.
“The bigger question is why didn’t Republicans just pass the legislation again following the rules more closely?” said Schweber. “The suspicion is that mounting pressures on Republican legislators meant they no longer had the votes to pass it.”

Grothman, along with Gov. Scott Walker and other Republicans, panders to big business donors. When I asked Grothman where the jobs were, he said Walker has lowered the tax rates for businesses to attract more businesses and create jobs.
“You can lower taxes as much as you want for businesses, if there is no demand for their products, they will not hire new employees,” I said.
“I’m talking about international manufacturing,” Grothman said.
“For years, extremists like Glenn Grothman have been attempting to eliminate access to family planning services for Wisconsin women and men, including cervical and prostate cancer screenings, testing and treatment for STDs, and access to birth control. As the public policy director for Planned Parenthood, I have been proud to fight for each individual’s right to access these services and exercise their fundamental right to make personal, private health care decisions,” Taylor explained.
Today, Senator Glenn Grothman (R-West Bend) and Representative Andre Jacque (R-Bellevue) announced they will be introducing legislation providing a non-refundable tax credit for religious and independent schools beginning in school year 2012-2013. The credit will start at $1,500 per year for every first grade student and $2,500 for every ninth grade student. The following year, second and tenth graders will be added to the program with additional years added each year until all students will be covered by the 2021 school year.

The Grothman recall effort collected over 15,000 signatures from people unhappy with his representation, building a strong foundation for future campaigns.
According to campaign staff, many signers were upset with Grothman's support of the proposal to strip public workers of their collective bargaining rights. Others were angry about his proposal to drastically reduce support for public education. Still others opposed his derogatory views about women. All thought Grothman should not support balancing the state budget on the backs of the elderly, the poor and the middle class in favor of tax breaks for the rich.
"While we did not get the magic number we needed, we know that many of the Senator's constituents believe he does not represent their interests," said Waring Fincke, a West Bend lawyer who helped organize the campaign.
"We are really proud of the thousand plus volunteers who contributed to the effort," said Richard Schwalb who led the effort in Ozaukee County.
"There are thousands of people in our communities on record for a change and eager to work towards finding solutions for problems based on facts, not ideologies," said Tanya Lohr, a West Bend teacher who led the effort in Washington County.
All the organizers are happy with the effort and the foundation they built for future work. "Hopefully, more moderate leadership will come to Madison as a result of the statewide recall efforts," Fincke concluded.

But I think what Glenn must have meant is that since greedy industrialists spent the money to put him and his buddies in power, they've made it cost effective for businesses to pay American non-professional workers less over the past 30 years thus increasing the economic, emotional, and spiritual pressure on young people to the point where they have to worry about taking care of themselves rather than taking care of each other. After all, as Mr. Ryan and Sen. Johnson, and the other Randians now in power will assert, it's good to be selfish -- and Glenn has enabled economic policies designed to produce as much selfishness as possible.
That must be what he meant. Maybe one of his secretaries screwed up the copy in his news letter.

Wisconsin met five of 10 quality benchmarks in its 4K program. It met having early learning standards, requiring teachers to have degrees and licenses, requiring teacher training and having a process in place for monitoring sites.

Gov. Jan Brewer of Arizona has proposed removing 138,000 people from Medicaid. Many recession-battered states, including some led by Democrats, have been forced to cut other services because Republicans have made it so politically difficult to raise taxes. Education, mental health and juvenile justice funds have been particular targets.
In Wisconsin, Ohio, Indiana, Maine and Florida, Republican governors have used the smokescreen of a poor economy to pursue a long-held conservative goal of destroying public and private unions. This has nothing to do with creating jobs, of course, and it has shocked many blue-collar voters who are suddenly second-guessing their support for Republicans last November.

Madison -- Sen. Glenn Grothman advised the Department of Natural Resources on Monday to consider hiring people in their 40s and 50s because he believes younger workers don't have an understanding of the costs of regulation on the private sector.
The West Bend Republican made his comments to DNR Secretary Cathy Stepp as she addressed the Legislature's Joint Finance Committee.
"Maybe you (should) look to hire those people who know what the real world is like, rather than a recent graduate from UW-Stevens Point who doesn't know what the real world is like," Grothman said.
Grothman said older workers who have been laid off during the recession would have a better sense of the cost to businesses when involved in disputes with the agency.
In an email, lawmakers were reminded that a state Department of Administration manual says, "No signs, displays, banners or similar items shall be visible through exterior windows of the State Capitol Building."
Democrats suspected they were being targeted — probably because about 99 percent of the signs are hanging in their windows. But DOA spokeswoman Carla Vigue said one of the offending signs actually belongs to a Republican.
That's right: the "Vote Reagan for President" sign visible in the window of Sen. Glenn Grothman, R-West Bend, inspired some to write inappropriate messages on his window using soap or soap pens — hardly permanent damage, but a pain for those cleaning the windows, Vigue said.
“With the government already subsidizing private education by up to $6,500 per year for Milwaukee residents, the proposal would offer assistance, albeit a lesser amount, for outstate parents who want an alternative to the public school for their children,” Grothman said.
Grothman said the proposal would save money because every time a person goes to a private school instead of a public school it saves the state around $10,000 a person.
He also said the bill would allow parents upset with their current school system another option.
“Whether their concerns are Wisconsin’s declining test scores, a radical new sex education program pushed through the Legislature last year or public school teachers proselytizing a liberal political agenda in their schools, it is unfair not to provide a little assistance to independent-minded parents,” Grothman said.
A 21-year-old signs up to recall Glenn Grothman
West Bend - The largest cut in state shared revenue payments to municipalities in Ozaukee and Washington counties, and the 16th largest statewide, under Gov. Scott Walker's proposed 2011-13 budget will be borne by West Bend.
The city will receive $535,421 less in shared revenue payments in 2012 than it did this year, under the proposed state budget. Shared revenue payments generally are used to help communities reduce property tax levies.
Savings that will come from city employees contributing more to pensions amount to $498,000 in 2012, or $37,421 less than the shared revenue cut, according to the Legislative Fiscal Bureau.
But the city will not reap the full amount of those savings in its general fund budget financed by property taxes, City Administrator Dennis Melvin said. Some of the employees work for the city's water and sewer utilities so any savings will impact customer rates paying for those separate utility budgets, not the property tax rate.
A few weeks ago, Melvin thought shared revenue cuts might be manageable when state officials were discussing reductions in the range of 8.8% to 15%, he said.
The 40.7% cut handed to West Bend surprised him and he is preparing a memo for the City Council and city department heads informing them that cuts in all state aid categories "have become much less manageable," he said. "This will be much more challenging to us."

State Republicans are holding the fundraiser at the offices of the lobbying firm BGR Group in D.C. It cost $1,000 to attend the event, which starts at 5:30 p.m.
Former Gov. Tommy Thompson's one-time top aide, Bob Wood, is president of government affairs for BGR, the firm co-founded by Mississippi Gov. Haley Barbour. he is no longer with the firm. Public Campaign noted that BGR has worked for such Wisconsin companies as WE Engergies.

Sen. Grothman said they are trying to shut people out because the place is "becoming a pigsty." He also called protesters staying overnight in the Wisconsin Capitol "slobs." When pressed to clarify he remarks, he insisted all those people were just a bunch of "college students having a fun party."
MADISON, WI (FDL) – Sen. Glenn Grothman (R) appeared this morning on MSNBC, and was asked about the protests in the Capitol. He dismissed them. “Most of them are college students who are always up for a demonstration,” he sniffed. It’s a common refrain from supporters of Walker, marginalizing their opponents by calling them hippie college students.
First of all, 100,000 Wisconsinites are expected in Madison today. I don’t think that many students matriculate at UW. Second, and Grotham wouldn’t know this because he and his Republican colleagues wouldn’t set foot in the common areas of the Rotunda, but there are families sleeping over. There are cops. There are firefighters. There are teachers. There are public union and private union and non-union workers. There are single moms and sheet metal workers and janitors and truck drivers and office workers. And there are students. Last I checked they all have a vote and a voice in our democracy.
But maybe the best example disarming this dirty hippie meme is Sgt. First Class Chet Millard, who I spoke with a couple days ago. Millard served in Iraq in 2003-04 and in Afghanistan in 2009, as a platoon sergeant from the Wisconsin National Guard. While on tour in Afghanistan on a mission disarming roadside bombs, his vehicle was hit. He suffered multiple injuries, including traumatic brain injury, and was taken on a Medi-vac to the hospital. A Time Magazine photojournalist snapped his picture, and itappeared on the magazine’s cover.

First of all, the threat of layoffs. I mean, the whole purpose of Governor Walker`s proposal is to make sure nobody gets laid off. Everybody takes an 8 percent to 10 percent cut in take-home pay. Koch Industries, (yes that Koch), owns among many other things, energy businesses. Remember I have always said that Republicans view campaign donations as investments. Could the Koch brother be looking for a return on their investment?It's suddenly easy to recognize Walker... and Glenn. Maybe Glenn is hoping for crumbs of some kind from this experience -- but it's almost too psychically masochistic to really understand properly.
Tea Party/Republican Wisconsin State Senator Glenn Grothman, who has become Walker’s de facto press secretary with many news outlets, has repeatedly stated that the non-financial provisions are needed for efficient deployment of labor. That translates to we don’t want the union interfering with transferring workers as a punishment. Let’s say you are a prison guard who takes an anti-Walker stand. Without union protection retaliation wouldn’t have to take the form of termination, you just get transferred to another prison hours from where you live. I could go on with other examples but you get the idea. The plantation mentality is alive and well with the haves that back this movement – listen to the master who lives in the big house.

Sen. Glenn Grothman (R-West Bend) said he would have liked to see an even bolder plan. "It's about time. It's not as far I'd go, but it's about time," he said.
Wisconsin needs to be fiscally responsible.
There is no question that these are tough times, and they may require tough choices.
But Gov. Scott Walker is not making tough choices. He is making political choices, and they are designed not to balance budgets but to improve his political position and that of his party.
It is for this reason that the governor claims Wisconsin is in such deep financial trouble that Wisconsinites should view this as a crisis moment.
In fact, like just about every other state in the country, Wisconsin is managing in a weak economy. The difference is that Wisconsin is managing better -- or at least it had been managing better until Walker took over. Despite shortfalls in revenue following the economic downturn that hit its peak with the Bush-era stock market collapse, the state has balanced budgets, maintained basic services and high-quality schools, and kept employment and business development steadier than the rest of the country. It has managed so well, in fact, that the nonpartisan Legislative Fiscal Bureau recently released a memo detailing how the state will end the 2009-2011 budget biennium with a budget surplus.
In its Jan. 31 memo to legislators on the condition of the state’s budget, the Fiscal Bureau determined that the state will end the year with a balance of $121.4 million.
To the extent that there is an imbalance -- Walker claims there is a $137 million deficit -- it is not because of a drop in revenues or increases in the cost of state employee contracts, benefits or pensions. It is because Walker and his allies pushed through $140 million in new spending for special-interest groups in January. If the Legislature were simply to rescind Walker’s new spending schemes -- or delay their implementation until they are offset by fresh revenues -- the “crisis” would not exist.
The Fiscal Bureau memo -- which readers can access at http://legis.wisconsin.gov/lfb/Misc/2011_01_31Vos&Darling.pdf -- makes it clear that Walker did not inherit a budget that required a repair bill.
The facts are not debatable.
Who can say what lurks in his true heart, but this is a happy symptom.
Payday loan limits still undefined
We're hopeful the strong statements of Republican Sens. Glenn Grothman and Jim Ott in favor of strong regulations will result in effective and encompassing regulations because payday lending figures to be a defining issue for the new leaders in state government. Few issues offer such a stark example of predatory tactics, potential for abuse and financial ruin as payday loans propped up by an industry that benefits the most when people can't pay. Many Republicans, including Gov. Scott Walker, say the legislation goes too far.
Beth Graue, professor of curriculum and instruction at the University Wisconsin School of Education, said investment in 4K has researched and proven benefits.
“Most scholars would say the investment in 4K is one that will provide positive outcomes in the long term,” Graue said. “I recognize the state is in a huge economic crisis, but the evidence [Grothman] brings forward does not match scholarly evidence.”
The director of curriculum said several school districts have tuned into the discussion in Madison initiated by state Sen. Glenn Grothman, R-West Bend, who is calling for support to abolish state funding of 4-year-old kindergarten.
"(Grothman) is citing one study which claims that 4K doesn't have an impact on student learning," Wulff said. "That's only one study. We have 41 percent poverty in our primary building. By offering 4K, we're giving all kids a fair chance."
The debate over 4-K is about more than whether kids benefit in their later schooling. It’s about money, politics, social agendas and more. For support of his position, Grothman said recent reports "confirm" that academic benefits are soon lost. Some studies reached that conclusion. But Grothman is citing one small portion of a much broader debate and declaring the whole matter settled when there is considerable evidence on the other side.
We rate Grothman’s statement False.
Is it a shock that Glenn really is a racist after all? Not anymore.
WSJ: Staffers worked in the office of state Sen. Glenn Grothman, R-West Bend, who says giving public employees the day off "is an insult to all the other taxpayers around the state" who may want to get in touch with government offices.
Grothman told Wisconsin Radio Network it's not racist to keep his office open on a holiday dedicated to the slain civil rights leader. "Let's be honest, giving government employees off has nothing to do with honoring Martin Luther King Day and it's just about giving state employees another day off." Grothman told the State Journal that he doubts state workers would be "checking out DVDs or reading books" about King and would probably just be out shopping or watching television instead. "I'd be shocked if you can find anybody doing service," he added.
When asked if he had any plans to honor King on Monday, Grothman answered that he's "got kind of a busy schedule."

Grothman said the current system "allows people to make $90,000 a year when we could find applicants who would be grateful to do the job for $40,000 a year."
The senator's statement angered MATC faculty union President Michael Rosen, who teaches economics.
"Grothman is trying to destroy unions and the middle class," Rosen said Saturday. "Someone who is not an educator and has not spent time evaluating the college shouldn't be trying to micromanage the college when it functions well. . . . The state isn't funding technical colleges at the level that was promised" when the technical college system was started, he said.

County Board apologizes to Arizona for MATC boycott
A divided Ozaukee County Board issued a formal apology to the State of Arizona for a decision by the Milwaukee Area Technical College District Board to boycott the state because of its controversial immigration law.[...]
Walerstein said he proposed the resolution at the suggestion of State Sen. Glenn Grothman, who last week told Ozaukee Press he considered the boycott to be an embarrassment to Wisconsin.
Because the Milwaukee School board is racist, but the Arizona immigration law isn't.

“I move in very conservative circles and have never heard anybody suggest not doing business with companies in states and cities with so-called sanctuary-city laws, same-sex marriage statutes, euthanasia laws, etc. – this tactic is purely a tool of the totalitarian left,” said Grothman.
State Sen. Glenn Grothman is a critic of MPS.
"When the Milwaukee Public Schools fail as many children as the Milwaukee Public Schools are failing now, that is a disaster for the entire state and they must improve," Grothman says.
Grothman says putting more money into the budget for certain positions, such as librarians, is not the answer to boosting low test scores in reading and math.
"Milwaukee is in the top 10 percent of spending schools in the state. Their total spending is about 17 or 18 percent higher than the state average. Clearly, money is not the problem with MPS," Grothman says.
The problem, according to Grothman, is that too much money is spent on teacher salaries, not student outcomes.

I think they need to try harder. Somehow, along with evolution and a safer/happier school environment for LGBT kids, yoga has snuck in like a venomous horned demon on little cat feet.

Glenn Grothman attacked the new and very necessary mental health parity law, which requires group health insurance policies to cover mental illnesses and addiction treatment at the same level as other illnesses. Grothman sent out a press release with the absurd claims that psychology is a “very subjective field,” mental illness is “more of a cultural phenomenon than a medical phenomenon” and that a “down-to-earth state like Idaho” has fewer mental health professionals than “a very left-wing state like Vermont.” Here’s the reality: Mental illnesses are biologically based. Depression, bipolar disorder, schizophrenia and a host of other mental illnesses are not the result of moral failing, political views or lack of willpower. Instead of defending immoral, profit-driven insurance companies, Grothman should help people get treatment, live full lives and make positive contributions to their families and communities.

This false claim is a badly distorted version of Obama's call for doubling the Peace Corps, creating volunteer networks and increasing the size of the Foreign Service.
This question stems from an interview that Republican Rep. Broun of Georgia gave to The Associated Press Nov. 10. The story carried a headline, "Georgia congressman warns of Obama dictatorship." It said that Broun "fears that President-elect Obama will establish a Gestapo-like security force to impose a Marxist or fascist dictatorship.
All of this is already well established under federal law -- more smoke and political pot stirring from Glenn.
"These bills tear at the very fabric of our culture. For a short-term electoral advantage, the Democrats will turn America into a country like Iraq, India, or Africa where elections are contests between ethnic groups. The pandering to radical women’s groups is even worse,” said Grothman. “Even women are getting mad that their husbands and sons are being discriminated against because of a few angry feminists.”
Sen. Glenn Grothman's substitute amendment to the state superintendent bill has been ruled non-germane, and the Senate passed SB 437 by an 18-15 vote.

Glenn Grothman proposes cut in clean energy mandate
State Senator Glenn Grothman, always entertaining, proposes an amendment to the Clean Energy Jobs Act cutting the required percentage of renewable energy use in Wisconsin by 2015, from 10% to 8%. Grothman claims, “the state currently has far more energy supply than energy demand” and the mandate for renewable energy will result in the unnecessary construction of renewable energy generation sources, driving up the cost of power for consumers.
Ignoring the need to end our dependence on foreign and environmentally harmful sources of energy, Grothman uses the recent “Climatgate” scandal to question the need for alternative energy at all;
“The idea of global warming has so thoroughly been questioned a lot of people feel it was a total waste to have the Clean Energy Committee to meet at all.”
“You have scientists who were found to have been manipulating worldwide temperature data to advance the global warming agenda.”
Unfortunately for Glenn an investigation has cleared the scientists of wrongdoing, and climate change is still a threat.
As a state and as a nation we need alternative sources of energy. I share Grothman’s concern that they be economically feasible sources but infrastructure investments of this scale often require government assistance to get off the ground. Setting the renewable energy bar lower is a step in the wrong direction for Wisconsin.

State Senator Glenn Grothman makes a point that visitors to Stately Blaska Manor know all too well: Our liberal/progressive friends love free speech as long as they agree with it.
Sen. Grothman brings my attention to Senate Bill 523, introduced by leftists Sen. Spencer Coggs of Milwaukee and Madison’s own Mark Pocan. Sen.Grothman says:
“It appears on its face that not only (university) chancellors and deans but department heads, members of committees that determine tenure or other employees would be barred from being critical of a union. This bill would go far beyond the National Labor Relations Act by using the word ‘discourage’ instead of ‘coerce’ or ‘intimidate.’”
Glenn says “Hatred for the free exchange of ideas has always been a priority of the hard Left. Be it the McCain-Feingold prohibitions against political free speech, Tammy Baldwin and Gwen Moore’s vote for the “Fairness Doctrine” to shut down talk radio, or the “hate speech” codes which proliferated at American universities in the 1980s and 1990s, the Left is always afraid of people hearing both sides of the story.”
Under current law, state employees covered under the State Employment Labor Relations Act and the faculty and academic staff of the University of Wisconsin System have similar collective bargaining rights. Current law also specifies unfair labor practices for these employers, including interfering with employees in the exercise of their rights to bargain collectively, creating or interfering with any labor organization, refusing to bargain collectively, and encouraging or discouraging membership in a labor organization by employment discrimination. This bill makes it an unfair labor practice for these employers to use any moneys received to discourage employees from exercising their rights to bargain collectively.Because protecting the rights of employees by definition violates the rights of employers -- the group Glenn has been programmed to protect.

We speak to West Bend Representative Glenn Grothman regarding his comments about proposed election laws that make it easier to register to vote. Grothman said the Democrats are helping "lazy and uninformed voters" with this bill. Milwaukee talk radio host Mark Belling went further by saying that Democrats are the only ones who cheat and that this bill will "help black people cheat". Funny how the only voters that get challenged and intimidated at the polls are in low-income, prominently African-American wards. Bellings comments aren't only racist, they are dead wrong.
