That seems like it'd be contradictory, no?
Unless maybe WMC has a different set of priorities than our local municipalities do.

All it says to me is that Glenn sees the waste and overspending going on at the local level and tries to put a stop to it.
To me it looks more like scoring political points with corporations rather than municipalities and thus something about his loyalties.
